muniECO: Local Economic Development

Building the capacity of municipalities in the periphery to develop sources of income that will allow them to provide improved services and opportunities for their residents.

One of the main drivers of social-economic mobility in Israel’s periphery lies in the ability of local municipalities to develop independent sources of income and growth engines. This enable them to “grow the pie”, expanding services and creating opportunities for their residents.

The large gaps in revenues between municipalities in the periphery and those in the center stem in part from external, structural factors – taxation, budgeting, regulation, and so on. However, these gaps are also connected to the municipality’s own capabilities, and there are many steps it can take to increase the resources at its disposal.

The muniECO initiative to foster local economic development is part of Rashi’s city-oriented strategy, which focuses on strengthening the managerial and organizational capacity of local municipalities through professional guidance in key areas.

The goals of the initiative are:
» Increasing own-source revenues.
» Advancing the local economy, encouraging businesses, and expanding employment opportunities.
» Reinforcing an entrepreneurial mindset and infrastructure for sustainable economic growth.

The target municipalities receive guidance in carrying out a revenue-generating project, from mapping of needs and opportunities, through building a work plan, to actual implementation. This will eventually help to improve services to city residents, enhance their quality of life, and expand social mobility opportunities.
