Policy Tools for Change Agents
As part of Rashi’s work to develop and apply practical tools for influencing public policy, we initiated a program for change agents – professionals from government ministries, local authorities, and civil society organizations, who want to lead effective and impactful policy advocacy.
The program aims to equip the participants with knowledge, tools and guidance for advancing data-based, outcome-oriented policy processes that are adapted to the relevant political arena.
The training program combines an introduction to the world of policy change and to main policy tools, hands-on practice, and analysis of potential solutions. Its scope depends on the specific topic and need, ranging from intensive workshops of several hours to a semester-long course.
Policy change process and tools
The program is designed as a structured process with several stages:
– Defining the social problem
– In-depth research and analysis
– Mapping the political arena
– Developing innovative solutions
– Assessing and comparing policy alternatives
– Writing a position paper
– Building a strategic plan for policy change
Each step has a dedicated tool or workshop, as well as a kit that includes an explanatory presentation, an experiential exercise, a user guide, and a supporting AI-based tool.
Supporting policy advocacy
Advancing policy change in Israel typically takes one to two years and requires sustained effort. Rashi offers individual or group guidance with 1.5–3 hours of consultation per week, in order to support the implementation and promote meaningful policy change.
