Kerem - Early Childhood Leaders
Although the importance of the first years of life is widely recognized, and while significant steps have been taken in recent years, Israel still lacks a comprehensive approach and clear policy in this field. A collective, system-wide effort is required in order to drive meaningful change, raising awareness and addressing the shortage and fragmentation of services.
Kerem – Early Childhood Leadership is a joint initiative aimed at building a network of leaders in key positions who will work together to develop and shape national policy that promotes optimal development of children from all parts of society. The initiative is led by the Ministry of Education, the Rashi Foundation, and JDC-Ashalim, in cooperation with the Ministry of Welfare, the Ministry of Health, the National Program for Children and Youth at Risk, the Civil Service Cadet Program in the Prime Minister’s Office, the Early Childhood Council, and the Federation of Local Authorities.
The program is intended for mid- and senior-level professionals in government agencies, local authorities, and civil society, who influence the design and implementation of early childhood policy. The fellows study early childhood systems and models in Israel and abroad, research policy issues in the field and learn to write policy papers, acquire tools for leading change, and more. Upon completion of the program, they join the Kerem Network, where they receive ongoing support in advancing initiatives that impact the early childhood system in Israel.
