Building the capacity of communities in the periphery to secure public budgets for development of sports and culture facilities.

Experience shows that local authorities serving underprivileged populations in Israel often have difficulties in accessing government budgets for sports and culture facilities. Considering the importance of these facilities, and the effect of the activities they house on social mobility, this causes the gaps between Israel’s center and its periphery to grow even wider.

As part of the national five-year plan to close gaps in the Arab society, the Ministry of Culture and Sport has devised a program to develop infrastructure in Arab Israeli localities, where this situation is particularly acute. The program’s goal is to promote a healthy lifestyle and excellence in sports, as well as community-based cultural activity. To implement the program, the Ministry entered into a joint initiative with Rashi and its partners called Jusur جسور (“bridges” in Arabic).

Jusur enables qualifying local authorities to secure allocations for sports and culture facilities through government calls for proposals. This includes building or upgrading sports centers, outdoor fitness parks, swimming pools, community centers, libraries, and the like. Rashi’s professional staff guides the local teams throughout the entire process, from mapping of needs and preparation of project files to supervision of the actual construction. Ultimately, we aim to provide them with tools for planning and carrying out capital projects on their own.
